ABOUT DEPARTMENT


Defence Labour Procurement Department came into existence in Jammu and Kashmir State in June, 1948 and is fully paid out of Defence Services Estimates and the Administrative Control vests with the Home Department of Jammu and Kashmir Govt. The Defence Labour Procurement Department is headed by its Director designated as Director Defence Labour Procurement J&K. The functions of Defence Labour Procurement Department are monitored by Deputy Director General, Pioneers, IHQ of MOD at Army Headquarter, New Delhi. The Defence Labour Procurement Department is the only authorized agency for procurement of Porters/Ponies etc for Defence Forces in the UT's of Jammu & Kashmir and Ladakh.


Functions :

I. Provide Porters and Ponies to Army/ BSF at place, date and time as per their requisitions.

II. Seek character verification and antecedents of porters and pony owners from concerned police stations before issuing engagement authority letters.

III. Monitor the welfare measures of porters/pony owners while in employment with the Army/BSF.

IV. Ensure the Payment of wages to Porters/ Pony owners by the Army which is being credited in their respective Bank Accounts and preparation/signing of related documents thereof.

V. Help in maintaining close liaison of Armed Forces with the local population of the area of operation.

VI. Attend the Board of Officers meetings convened by Army authority for revision/recommendation of daily local Nerrick rates of Porters/Ponies.

VII. Process the compensation cases of Porters and Ponies who die/disable while on bonafide duty with the army/BSF under rules.

VIII. Enlisting and detailment of Porters/pony Owners.

IX. Settlement of disciplinary issues of Porters/Pony Owners, if any.
